What is import and what rules apply to your goods?

Sweden is a member of the European Union (EU). The Union is a Customs union, which means that the member states have a common trade policy towards the countries outside it, so-called third countries. Which countries are members of the EU!

The member states employ a common Customs tariff. The purpose of this is to ensure the same duty rates regardless of which member state the goods are imported into. When we henceforth use the term import, we have in view commodities brought in from countries outside the EU, e.g. Norway or the United States.

Before you import goods you should find out what rules apply to your particular goods. In order to import certain commodities, e.g. foodstuffs or textiles, you may have to present a permit or an import license. Other examples of goods for which permits are required are arms, hypodermic syringes and needles, animals and plants of endangered species, wine and spirits.

Customs credit and opportunities for you as an importer to obtain simplifications.

An importer can apply to the Swedish Customs Service for credit. As an importer you can also apply for a permit to enjoy simplified Customs procedures.

The Customs tariff and commodity classification.

All kinds of goods can be classified and be given a ten digit commodity code, according to the Harmonised Commodity Description and Coding System, which is the basis of the European Union Customs tariff. This code is the key to which duty rate shall be applied, as well as indicating whether an import license or permit is required for a commodity or not. For this reason it is important that you know and use the correct commodity code for the goods you plan to import. In order to find out which commodity code to apply, you have to classify the particular commodity in question, i.e. stipulate the correct code. You can read more about commodity classification in the menu to the right.

What does it cost to import?

In most cases you will have to pay Customs duty and V.A.T. The duty rates vary between 0 and 20 percent. Duty rates for foodstuffs are some times higher, as they are based upon the weight of the commodity. The Swedish V.A.T. rate is 25 percent (12 percent for foodstuffs, 6 percent for books and magazines). There may also be other taxes and fees, depending on the commodity in question that is imported. In the Customs tariff you can see exactly what your particular commodities will cost to import.

Are there any opportunities to enjoy reduced Customs duties or exemption from them altogether?

There are several ways. Under certain circumstances you may be granted a reduction in or an exemption from Customs duty, e.g. if you by presenting a valid Proof of origin can verify that the goods have originated in a country with which the European Union has a free trade agreement.

Other opportunities for obtaining reduced duties, or exemption from them, are:

  • Temporary importation. This is applicable when you import a commodity temporarily, e.g. to exhibit or test it
  • Inward processing. This procedure can be applied when you import a commodity in order to have it processed further, repacked or repaired and then re-exported
  • Exemption from Customs duty for scientific instruments
